EAR regulations and international shipments

Some products available on Planet Shooters are subject to the US EAR — Export Administration Regulations. On the relevant product pages, there is a notice with a link to this page.

If you wish to receive one of these products outside of Italy, please read the following information before purchasing.

What does EAR mean?

The EAR regulate the export and re-export of certain products, software, and technologies. They may also apply to products already in Italy when they are shipped to another country.

Is a license always required?

No. The licensing requirement depends on the product classification, the country of destination, the end-user, the intended use, and any conditions of previous authorizations.

The verification may determine that:

  • the shipment does not require a US license, under the NLR — No License Required regime;

  • the shipment may benefit from an exception provided by the EAR, provided all conditions are met;

  • it is necessary to obtain a license from the Bureau of Industry and Security (BIS), the competent authority of the US Department of Commerce.

How does the procedure work?

1. Tell us the destination and intended use

Before purchasing, contact us indicating:

  • the product model or code;

  • the destination country and delivery address;

  • whether you are purchasing as a private individual, company, or entity;

  • who will use the product and for what purpose;

  • whether the product is intended to remain in the country of delivery or to be subsequently shipped elsewhere.

2. We verify the shipping conditions

We examine the product classification and the conditions applicable to the transaction. If necessary, we will ask you for additional information or documents.

We will then inform you whether the shipment can proceed or if it is necessary to request an authorization.

3. Fill out and sign the required documents

When documentation is required, we will send you the forms and instructions to complete them.

The documents may concern the recipient, the end-user, and the intended use of the product. They must contain complete, accurate information that corresponds to the actual transaction.

The customer signs the required declarations; the license, when necessary, is issued by the competent authority.

4. Potential license application

When verification confirms the need for a BIS license, the process is initiated according to the applicable procedure once the complete documentation has been collected.

Submitting the application does not guarantee approval. The authority may ask for clarifications, impose conditions, or decline to authorize the transaction.

5. Shipping the product

When a license is required, the product is shipped only after the authorization has been issued and other necessary verifications are completed.

Placing the order does not, in itself, constitute authorization for international shipment.

What are the timelines?

For transactions requiring a license, the indicative timeframe is 3–6 weeks from submission of the complete application.

This is an estimate, not a deadline guaranteed by the authority. The procedure may take longer in the event of checks or requests for additional information. The time required to obtain the authorization is in addition to transport times.

If a license is not required, this wait does not apply, subject to the completion of verifications.

How to complete the documentation

Use the form we send you and follow the instructions relating to its fields. In particular:

  • Recipient: indicate who will physically receive the product.

  • End-user: indicate the person, company, or entity that will actually use it. This may be different from the recipient.

  • End-use: describe the actual purpose of the purchase in a concrete way.

  • Final destination: indicate where the product will be used, even if it is different from the initial delivery address.

  • Signature: the form must be signed by the party required by the instructions; for companies and entities, by an authorized person.

Do not automatically use phrasing such as “sporting use” if it does not describe your actual use. If you are purchasing for resale or on behalf of another person, please declare it.

This example explains the type of information required and does not replace the actual form. Each customer must declare their own real situation.

Can I subsequently ship the product to another country?

Before any subsequent shipment or transfer, the applicable conditions must be re-verified. The authorization or verification carried out for your purchase does not automatically cover all future transactions.

EAR verifications are in addition to any obligations provided by Italian, European, and destination country legislation.
